By: Arif Rudi Setiyawan, S.H.
INTRODUCTION
Based on the Preamble of the Constitution
of 1945, the country was founded aiming to protect all over the nation and the
homeland of Indonesia, promote the general welfare, intellectual life of the
nation, and participate in the establishment of a world order based on freedom,
eternal peace and social justice. National and state life is inseperable from
the conflict. Conflict can hit anyone from any group at diverse backgrounds and
varying causes. In order to the noble ideals of the constitution become
apparent the state should be peaceful and the conflict must be resolved. Conflict
resolution to build peace is an integral part and inseperable from the system
of national defence and security. National defence and security is assured if
the conflicts can be handled. To build peace needed process that is often not
easy. But the succes of peace can be achieved if a conflict succesfully
identified its cause; successfully reflected the specific strengths and
weaknesses of the intervention methods adopted; and if the conflict has been
successfully mapped.
DISCUSSION
The conflict mapping aims to reconstruct
the chain of events during the conflict that carried out by collecting field
information. The mapping of conflict on field can be done in the following way:
a.
Map all actors, groups and organizations
including the actors who involved at all levels, are affected as well as play a
role in the conflict;
We should know exactly who are the actors who
become parts of conflict, which groups are involved, anyone affected and other
parties who come to influence the emergence of conflict, Who is the party who
could increase or decrease the escalation of conflict and could even stalling for
conflict, and the parties who can potentially promote the establishment of
peace.
b.
Map out all the issues, goals and
interests of each parties; how do their point of view; and how do they view themselves;
The issues that occurred in the past, what
happened today and the prediction of future possibilities must be considered
carefully because it can be a guide of the roots of conflict and the best
resolution efforts. We should obtain information about the parties related to
the conflict how do they view among counter parties and looked at the existing
conflicts and how they see themselves to avoid misunderstandings wich is
counterproductive for peaceful existence.
c.
Check the network of relations among the
points above, including the relationship (a) between the actors; (b) the
problem and (c) the actors with additional growing issue;
Involved and affected actors of conflict
are certainly interrelated to each other. To resolve the conflict we must
examine of what is the relationships between actors in the conflict, how does
the network of problems occurred and how the actors relation to other emerging
issues.
CONCLUSION
In Conflict Mapping we should dig any
informations, any existing opportunities, plan, ideas, owned by the actors to
reach peace and realize it. Each proposal have to be observed and be considered
its relevance. We need to learn anything have ever conducted to resolve the
conflict and what the obstacles faced so it can be viewed the extent of the
effectivenes of the method and we can compare to the peace efforts that wich
being developed. We can learn a type of conflicts that occured in other areas and
it can be used as a guidance to resolve the conflicts so the peace process will
be successful.
